دولت ایران در سال ۱۹۴۸ به اعلامیه جهانی حقوق بشر رأی مثبت داد و از آن زمان تا کنون با اذعان به این که بر طبق اعلامیه جهانی حقوق بشر کمال مطلوب انسان آزاد رهایی یافته ازترس و فقر فقط در صورتی حاصل می شود که شرایط تمتع هرکس از حقوق مدنی و سیاسی خود و همچنین از حقوق اقتصادی -اجتماعی و فرهنگی ایجاد شود، و بر طبق منشور ملل متحد خود را ملزم به حمایت از و ترویج احترام جهانی و مؤثر رعایت حقوق و آزادی های بشر نمود.

Iran has signed the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights on April 4th, 1968. As a party to the Covenant on Civil and Political Rights, Iran has the obligation to "respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the present Covenant, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status."
